Large-Scale RFP Support for a Home Health Care Provider
A national home health care company faced a high stakes RFP with complex clinical, operational, and quality of care requirements. With no internal proposal team and more than 120 competing providers, they needed a partner who could translate deep subject matter expertise into a structured, compliant, evaluator friendly response. The RFP House stepped in as their outsourced proposal function, guiding strategy, writing, coordination, and compliance from end to end.
 The Opportunity
A home health care company was invited to participate in a complex, large-scale RFP that was strategically important to its growth. The opportunity attracted 125 providers, and the RFP was demanding:
- Detailed clinical, operational, and quality-of-care requirements
- Complex pricing and performance expectations
- Strict page limits, templates, and submission rules
The client did not have an internal proposal team. While they had deep subject-matter expertise, they lacked the capacity and structure to turn that knowledge into a compelling, compliant response. They enlisted The RFP House to lead and manage the RFP response from start to finish.
 Our Approach
We acted as the client’s outsourced proposal function, coordinating input across the business and shaping it into a clear, persuasive submission:
- RFP Strategy & Win Themes – We analyzed the RFP, clarified buyer priorities, and developed win themes that highlighted the client’s strengths in quality of care, responsiveness, and scalability.
- Structured Content Plan – We built a detailed outline and content plan, assigning section ownership and clarifying exactly what we needed from clinical, operations, and finance leads.
- Writing & Storytelling – The RFP House drafted and refined key sections including the executive summary, service delivery model, implementation plan, and risk mitigation, ensuring a consistent voice and narrative throughout.
- Compliance & Evaluation Readiness – We created a compliance matrix to track every requirement, validated that each was addressed, and edited for clarity, scannability, and evaluator-friendly structure.
- Lightweight Project Management – We ran regular check-ins, managed deadlines, and handled version control so internal teams could focus on their day jobs while still contributing targeted expertise.
 The Outcome
The resulting submission was:
- Fully compliant with all technical and administrative requirements
- Clearly differentiated through strong, buyer-focused win themes
- Easy for evaluators to navigate and score
Out of 125 participating organizations, our client was short-listed to the next stage of the selection process. While final contract awards are still pending, we consider this a proposal win: the response successfully moved the client forward in a highly competitive field and established a robust proposal foundation they can reuse and adapt for future strategic RFPs.
"Thank you for your hard work on helping us respond to the State's RFP. We simply couldn't have done it without you and the team! We look forward to working with you again soon."
